We are looking for a talented and dynamic individual for the position of EMR Team Lead/Product Manager in the eHealth Unit. The candidate must have a strong background in team and product management and be a systems thinker who can identify healthcare challenges and apply appropriate technological solutions. This position will include both administrative and management responsibilities and systems analysis to support the development work of the EMR Team. This person will need to analyze needs and current systems in diverse settings, and translate them to design, configuration, deployment and support within the EMR team, stakeholders within the Movement and external collaborators. The candidate should have an aptitude for critical evaluation particularly around systems thinking, technology solutioning, strategy formulation, experience in leadership and team building, and strong communications and organizational skills.

Team Leadership
• Work with the eHealth team, internal and external stakeholders to ensure that Electronic Medical Record (EMR) is being used effectively for improving clinical care, program monitoring, and quality improvement of core activities
• Ensure collaboration with relevant stakeholders within projects and in different MSF headquarters to respond to newly identified priorities around the design, resource-needs, implementation and optimization to increase data capture, availability and use in support of improved health care delivery in MSF adopting EMRs
• Supervise distributed EMR team members in areas of requirements gathering (business and systems analysis), deployment, training, documentation and support; and provide effective mentorship and actively build these skills within the department.
• Direct technical supervision responsibilities for business analyst
• Support the Unit Director as needed and specially in addressing high level HR issues such as hiring, staff growth and development, and performance reviews. Independent decision making around business analysis and design and team administrative areas
• Manage and supervise distributed team members who are focused on implementation
• Represent the EMR team at senior MSF meetings, high-level meetings with external partners, and conferences, in coordination with the eHealth Unit
• Determine the scope and priorities of the EMR team activities component in collaboration with the eHealth team
• Responsibility for developing and managing team’s budget and workplan
• Assist team to ensure data accuracy and security, legal, and regulatory compliance with national standards in project where EMRs will be deployed

Product Management
• Help institutionalize the EMR adoption and use by researching software development industry best practices, developing trainings based on those best practices, and based on those best practices, ensures practices and methodologies are adhered across all projects activities
• Oversee the road map of feature development and releases of EMR adopted by the eHealth Unit and MSF project
• Liaison with external technology collaboration on enhancement, new development and support
• Ensure release plans are communicated within MSF and are adhered to
• Measures and communicates progress toward goals, determines and implements any necessary corrective actions
• Identifies issues affecting work progress, raises them to project stakeholders using appropriate channels, and recommends solutions
• Prioritizes product risks, develops mitigation plans and actively monitors risks

• Minimum five years IT project management experience. (Healthcare IT, EMR, PM, & EHR is a major plus). At least two years of experience managing a team
• Experience working in Asia, Africa or the Middle East is an asset
• Familiarity with the open source electronic medical records system and platforms;
• Proficiency in the use of project management methodologies (including Agile) and tools, resource management practices and change management techniques (PMI Certification is a major plus)
• Knowledge of or experience in quantitative data management and information technology systems
• Have a general understanding of application technology, functional design, and the development process
• Have a general understanding of platform architecture, common integration approaches, security, data relationships, and interface capabilities
• Experience in analyzing and applying data to improve processes

• Self-starter with a strong sense of ownership and follow through skills who displays a passion to test and deliver solid service
• Excellent time management skills and the ability to perform under pressure
• Demonstrated ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams
• Willingness to travel up to 50% of time for first 6 months, then 30-40% of time
• Evidence of strong communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement
• Comfortable with travel to resource limited settings; able to function well in a challenging, dynamic environment
• Fluency in English is required, French or Arabic is preferred
