Description
The Health Information Manager will oversee the Health Information Management (HIM) Department. The individual will be responsible for 1) managing CFH's HIM system 2) ensuring EHR functionality within all Article 28 clinics; 3) interfacing with internal HIM staff and external HIM vendors and 4) leading the generation and consolidation of clinical data. This employee will work as part of the Patient-Centered Medical Home (PCMH) team.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Manage a robust EHR system
Lead the workflow analysis, design, configuration, evaluation, testing, implementation, training, end-user support, and maintenance of HIM systems
Support EHR users by facilitating training, troubleshooting issues, generating workflows and communicating frequent updates
Ensure EHR performance to meet Meaningful Use, PCMH, and HIPAA standards
Ensure accurate data extraction for HRSA reporting to include annual UDS ( and Quarterly updates, Ryan Service Report (RSR) and other data sets as required for grant reporting
Oversee upgrades of EHR with external vendor assuring that CFH is kept current with most appropriate version
Ensure all collaborative data sharing is done on a timely basis and reporting to all key CFH staff occurs.9 i.e. RHIO, CPCI and others).
Work with Chief Medical officer, Chief Operating Officer and Chief Financial Officer in collecting and summarizing EHR performance, clinical and financial data, identifying opportunities for improvement, and presenting data to clinicians and administrative staff
Provide data for Board and Service level Clinical Quality Improvement meetings, Lead generation and consolidation of monthly statistics and other program data
Work with CMO/designee to oversee, track, process and evaluate requests for release of medical information consistent with all HIPAA and regulatory requirements
Collaborate with IT staff to ensure all hardware updates are made regularly to assure integrity of operation; and makes recommendations when necessary
Ensure EHR-compatible medical equipment is functional and fully integrated
Train, mentor and supervise HIM Associate(s)
Maintain an on-call schedule
Over- see the HIM ticket process for vendor resolution
JOB QUALIFICATIONS

Education: Bachelor’s Degree in Computer Science or Informatics with a concentration in Health Information Technology or a related field
Experience:
2-4 years of experience managing EHR systems in a health services agency.
Expert knowledge of EHR systems required, with high preference for eClinicalWorks (eCW), Open Dental, eClinical Dental and Apteryx
Experience with relational database management systems required, with high preference for eClinicalWorks Enterprise Business Optimizer (eBO) or IBM Cognos
Understanding of basic hardware, software, and networking principles required
Supervisory experience required
Skill Sets:
Ability to quickly learn new technology in a fast-paced and ever-changing environment
Ability to multi-task and meet assigned deadlines and project milestones
Must have proven ability to effectively solve problems
Strong organizational skills and attention to detail
Exceptional interpersonal, presentation, written, and verbal communications skills
Leadership and/or facilitation experience with a group or team
Extremely proficient in Microsoft Office Suite. Employee is willing and able to:
Create, edit and interpret charts, tables and spreadsheets (via Microsoft Excel).
Effectively manage, filter and sort data (via Microsoft Excel)
Create well-organized documents and outlines (via Microsoft Word)
Create visually-pleasing presentations (via Microsoft PowerPoint)
Manage mailbox and calendar (via Microsoft Outlook)
Licenses and Certifications:
RHIA, RHIT, CAHIMS, CPHIMS, CPEHR, or CPHIT a plus
CompTIA A+ a plus
Valid driver’s license required to travel regularly by automobile or Zip Car
Work Environment
Employee is required to travel regularly by automobile or Zip Car, subway, or bus in 4 out of 5 boroughs and is exposed to changing weather conditions
Employee frequently transports equipment, which can involve lifting at times
