Description

 

The Director of Information Systems (IS) will be responsible for providing vision and strategic leadership as well as day-to-day management of network operations employees. Oversees the planning and implementation of enterprise IT systems in support of operations in order to improve cost effectiveness, service quality, and business development on time, on budget, and within specifications.

 

Conducts assessment and analysis of information system needs of the organization no less than annually. Responsible for managing information systems staff and acts as the catalyst and driver for information technology development, design, installation, implementation, and maintenance.

 

By providing technological support for network, internet, clinical and non-clinical systems, HIPAA Security and telephone systems, the Director of IS will serve as a liaison between IS vendors and the Medical Center.  The Director of IS will be responsible for planning, organizing, directing, and monitoring activities and processes for the effective utilization of automated systems.

 

Additional responsibilities include, leveraging the effective use of company architecture and technology across all divisions, as well as development and oversight of company application maintenance and support. The Director of IS will work cross-functionally by establishing strategic partnerships with division leaders of the organization to ensure achievement of targeted objectives.

 

Duties and Responsibilities

 

  • Develop and implement all IS policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision
  • Manage the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, telephones, BYOD Devices, cellphones, software applications and peripherals
  • Plans and directs the information exchange among units, physician offices, other providers, third party payers, and all other appropriate bodies. Can be content expert on Healthcare technology interface/exchange. Demonstrates knowledge using the various methods available for Electronic Data Interchange.
  • Oversee systems development and enhancement and the integration of new systems with existing systems
  • Maintain positive relationships with IS vendors, ensuring their accountability, effectiveness, and their alignment with organizational goals
  • Responsible for negotiating IS vendor contracts
  • Manage and oversee IS recruitment efforts for IS Department
  • Develop and coordinate all IS training for employees in department
  • Analyze the business requirements of all departments to determine their technology needs
  • Demonstrated knowledge of HIPAA, data security and privacy requirements; experience in implementing IT security policies, procedures and systems to ensure compliance.
  • Evaluate adequacy and improve use of existing software applications
  • Develop and adhere to annual technology budget
  • Maintain an inventory of IS resources and ensure their effectiveness
  • Establishes IT departmental goals, objectives, and operating procedures.
  • Manages IT staff and insures that each staff member is afforded the opportunity to develop and to excel in his or her role.

 

 

Qualifications

 

  • Bachelor's Degree in Information Technology or related field, required. Master's Degree, preferred
  • Minimum of seven (7) years of progressive experience with Healthcare Information Systems in a Leadership role, required
  • Previous experience working in a healthcare environment
  • Experience working with EMR’s, PACS, Radiology or Radiation Oncology Systems
  • Comprehensive knowledge of essential IT functions including: network infrastructure, storage, servers, databases, cloud computing, data center operations, disaster recovery, security, telecommunications and vendor management
  • Strong people development skills with experience coaching for growth and creating an empowered work environment
  • Excellent analytical and problem-solving skills with proven ability to lead and manage projects with high levels of technical and/or functional complexity
  • Advanced skills with Microsoft applications which may include Outlook, Word, Excel, PowerPoint or Access and other web-based applications
  • Effective decision making skills
  • Attention to detail and problem solving skills
  • Strong written and verbal communication skills
